they mean any of the operating systems installation discs will format the hardrive/partition before installation begins and the ntfs is the chosen filesystem as apposed to fat 32 crap filesystem if use fat your restricted to a 4gb max filesize limit

You will need Need your pc's OS disc to format your PC.., Not a software.

You cannot format a software, and those are Windows not Softwares. Vista died,7 survives with XP, solid reviews for 8 yet to come
